The only common element here is the need for 100GB of available storage space. For the minimum, the game needs an Intel Core i5-2500K or an AMD FX 6300, 8GB of RAM, an Nvidia GeForce GTX 780 or an AMD Radeon R9 290. As for the recommended, the game is asking for an Intel Core i7-4770K or an AMD Ryzen 5 1500X, 16GB of RAM, and an Nvidia GeForce GTX 1060 or an AMD Radeon RX 580.
There’s no mention of what sort of performance exactly to expect based on these specs. But when compared to Death Stranding, the recommended specs would likely get you a Full HD and 60fps experience. This is just a guess, made because both games have the Decima engine as their backbone. But of course, Horizon Zero Dawn is a much older game.
